The good brokers already do this by hand

Brokers who are good at the job open the photos, look for problems, tell the customer when something is wrong, and go back to the site for a retake when a batch is unusable. That came up in discovery repeatedly. It is real work, and today it is manual.

It does not scale. On a busy day the checking gets shallower, and the loads that get a proper look are the ones that already seemed suspicious. The routine ones are where the surprises are.
